Barbaric Iranian police behavior in public

In this video, Iranian police capture a thief and just look at how they beat the guy in the street. FYI, Iranian police use "the technical and specialized investigations" phrase for torturing allegedly suspects and unfortunately law and judiciary not only supports police force on these barbaric behaviors also judges use confessions under torture as a main evidence to sentence suspects.
